Korea-Japan (Japan-Korea) Database Working Group

1.     Purpose

The Korea-Japan (or Japan-Korea) Database Workshop is an annual joint workshop with honorable scholars in Korea and Japan (and possibly other countries) for sharing the research interest and for collaborating in new areas of database and database-related technologies.

 

2.     Operations

The Working Group (WG) shall hold the Korea-Japan (or Japan-Korea) Database Workshop each year alternately in Korea and Japan.

 

3.     Membership

Observers

Potential new members are invited to participate as observers into the meeting. Observers can be voted in after two attendances in three years. Persons interested in becoming an observer may contact the chairperson of the WG.

 

Eligibility

After two attendances in three years as an observer, the WG may decide to invite the observer to become a new member (by majority vote). The working group will try to keep the number of members from 30 to 50, but there is no strict limit on the number.

 

Term

1.      No limit in the membership term.

2.      Those who do not attend three consecutive meetings are dropped from the WG. In unusual circumstances, an excuse can be made to the chairperson before the meeting, which will be discussed at the meeting. The decision on the membership will be made by the WG.

 

Life Member

1.      A person, who has been a member for 9 or more workshop years (counting the year of his/her becoming a member) and whose age is more than 65 year-old, may be elected a life member.

2.      A person, who has been a member for 15 or more workshop years (counting the year of his/her becoming a member) and whose age is more than 55 year-old, may be elected a life member.

3.      A person who passed away while being a member may be elected a life member in memoriam

                     - A workshop year means one year in which a workshop was held.

                     - The life membership is to allow a retired person to attend the workshop any time if they want (don't have to attend every year).

 

4.     Executive Committee

Organization

The WG shall have an executive committee consisting of the following officers: Chairperson, Vice Chairperson, Advisor, and Secretary.  In some cases, there may be multiple Vice chairpersons.

 

Chairperson

1.      Eligibility: A candidate for the office of Chairperson must have been a member of the WG for a minimum of two years.

2.      Nomination: Elected by the WG. In principle, the Chairperson is elected alternately in Korea and Japan; exceptions can be made.

3.      Term: 3 years. The Chairperson may not be reelected.

4.      Function: The Chairperson presides over the WG meeting and oversees the KJDB workshop activity.

 

Vice Chairperson

1.      Eligibility: A candidate for the office of Vice Chairperson must be a member of the WG.

2.      Nomination: Elected by the WG.

3.      Term: 3 years. The Vice Chairperson may be reelected.

4.      Function: The Vice Chairperson presides at any WG meeting which the Chairperson is not able to attend, and takes the place of the Chairperson in any activity in which the Chairperson is involved but is unable to be present. In case the Chairperson dies, is disabled, or resigns, the Vice Chairperson (the most senior Vice Chairperson if more than one exists) replaces him/her for the rest of the Chairperson?ڳ term.

 

Advisor

1.      Eligibility: Candidates for the office of Advisor must be the immediately past chairperson of the WG.

2.      Nomination: Appointed by the Chairperson.

3.      Term: 3 years. Advisor may be reelected.

4.      Function: The Advisor gives advice and view on the managerial issues of the WG from a broader point of view.

 

Secretary

1.      Eligibility: Candidates for the office of Secretary must be a member of the WG.

2.      Nomination: Elected by the WG.

3.      Term: 3 years. The Secretary may be reelected.

4.      Function: The Secretary shall schedule and announce meetings, record the minute of the WG, distribute it to all members of the WG, and maintain a file of copies of all WG correspondences. The Secretary shall maintain a list of the current WG members.

 

5.     Voting

1.      Any important issues of the WG should be decided by vote.

2.      Any WG member can delegate another WG member with proxy.

3.      The result of voting is determined by the majority of effective votes, that is, more than a half of the votes of the WG members present at the meeting.

4.      Each member (proxy) has one vote except for the Chairperson and the Advisor.

5.      In the case of tie, the Chairperson can cast a vote to make a decision.

 

6.     Amendments

Amendment Process

Amendments to the bylaws may be initiated by any member of the WG.

 

Adoption

These bylaws can be initially adopted by a majority vote of the WG.

 

Exceptions

Enforcement of the article 4.2.1 shall be deferred until 2006.
